Rule Jimmy Opelo

Mr Rule Jimmy Opelo hold a Masters of Engineering – (MEng) in Water Resources Management from the International Institute of Infrastructural and Hydraulic Engineering (IHE) Delft in the Netherlands/Holland and Bachelor of Engineering (BEng) in Environmental Engineering from the University College of Wales- Cardiff, the United Kingdom. His has work experience in Government, Parastatal Institution at the then Botswana Technology Centre, and the Private Sector at Knight Peisold Consulting Engineers, and Snowy Mountain Engineering Consultants. He has worked as Permanent Secretary (PS) in the Ministry of Environment, Wildlife and Tourism, Ministry of Agriculture, Ministry of Transport and Communication and currently Ministry of Labour and Home Affairs. Mr. Opelo’s was actively involved in many water infrastructure developments across the country, storm water drains and sewerage systems expansion. He is one of the key people who brought the concept of Wetlands Wastewater Treatment Technologies expansion in the Country. He was Project Coordinator of Botswana National Master Plan for Wastewater and Sanitation development that guides the design and operation of sewerage systems in country. He has participated and presented papers at various environmental forums including at the technical committee of the UNFCCC. He is one of the Architect of the Gaborone Declaration for sustainability in Africa – (GDSA), an initiative that formulated Natural Resources Capital Accounting and its Economics which was later embraced by other countries in the continent of Africa.
